Bugfix release 2.0.3 - get those pesky regressions away

Hello everybody,

even more easy to install, even more stable. Enjoy.

From now on, I'll focus on simplifying and restructuring the code,
before addressing the long standing known bugs, and I have a few
personal obligations in front of me, so don't expect any new release too
soon (unless we really hit a hard bug).

I remember you that open issues which should be a good introduction to
the project for newcomers have been labelled accordingly:

In this version we've fixed 9 issues reported by users (thanks!), mainly
making your life easier on Windows and possible on MacOSX (still
unsupported until someone volunteers, but we don't leave you alone).
We've also improved the installation documentation and added a new
utility called |rdiff-backup-delete| to remove a file and all of its
history from your backup (use with care!).

The installation, described in details in the read me

has the quick version:

  * Linux, trust on your distro to provide the latest version of
    rdiff-backup "soon-ish" or:
      o On Fedora/CentOS/RHEL, you may use Frank's COPR repo

      o On Ubuntu, you may use Otto's PPA repo

<https://code.launchpad.net/~rdiff-backup/+archive/ubuntu/rdiff-backup-development>

    the tagged release

    and unpack it somewhere in your |PATH|.

Hi,

OK, I got the question off-list (thanks, Reio), but it might be of
general interest: I messed up the version 2.0.2 [*] and because PyPI
doesn't allow to upload twice the same version, I had to yank it and
jump to version 2.0.3.
