Constants file only internal

Steffen Gaede
Why does the generated Constants-file has only "internal" as access
modifier for it's enum?
How can I force to "public" from command line?

You mean command-line switches like these:

  --cspublic
      Sets public access for all C# types generated. By default
      type access is internal.

  --javapublic
      Sets public access for all Java types. By default type
      access is package local
