New egg: transmission

Hello,

I'd like to share the `transmision` egg with everyone. It implements an
API for the Transmission RPC.

`test-new-egg` says "Egg looks ok!".

I'd like to correct the release-info URL, because that one isn't updated
for some reason... Please use
https://raw.githubusercontent.com/SiIky/transmission.scm/master/transmission.release-info 
instead.

Thanks!  You egg has been added to the coop.

Regarding the .release-info files, as far as I can tell both should work
(they look identical to me).  Maybe you had some cache effect?  Anyway,
I've added the last you sent.
