Yes, the monotone-snapshot package

https://aur4.archlinux.org/packages/monotone-snapshot/) is
non-nonsensical and, in its current state, will not build.
I have created a true monotone package which builds montone's stable
release:
https://aur4.archlinux.org/packages/monotone/ builds against
botan's stable branch
(
https://aur4.archlinux.org/packages/botan-stable/). The end result is a
fully-functional monotone.
To use with Arch:
$ gpg --keyserver keys.gnupg.net --recv-key EFBADFBC
$ yaourt -Syua monotone
and you're good to go!
